The tower is built on top of an older structure from the early days of Capitoleum, which was intentionally built sturdy for the then distant plans of building a massive structure on top. A second "layer" of the tower was built after, followed by the white octagonal tower itself (the namesake of the "Spire") dotted with numerous small windows and with a tall metal tower on top.
The tower is built on top of a section of the cavern system under Capitoleum that is also used for it's famous sewage system. It is the tallest building in Capitoleum as well as the known world.
