Information
Dragons and their powers are mostly unknown to people. Only scholars have an idea and even they only have very old and narrative-heavy sources where fact and fiction intermingles. But among the things most agree on, they are smart, usually wielding some sort of magical powers and can change shape to other races at will. Though it seems they only have one form per mortal race.
Many claim dragons are a force of evil in the world, especially because of the Dragon Wars, but sources are conflicted on the topic. Some are seen as positively helpful to mortals, which makes it harder to make a definitive statement.
Newborn dragons
At a young age, dragons are just mindless flying lizards. They are clever and can do thing like a smart pet, but they don't start out semi-sentient like human babies, but rather fully functioning drakes with instincts and all. They then develop intelligence and proper sentience as they grow older. Obviously, it is a gradual process, so when it gets a little older it will become smarter than the smartest dogs, etc, but not being able to communicate by speech.
Aspect weapons
Breath weapons (or "aspect weapon") are not for their nutrition, as in Game of Thrones. There are other reasons for their existence, so they don't have to lightning bolt everything.
